Is automotive repair permitted on HOA properties especially on cars/equipment not belonging to homeowner?

Page 18, part d of the Village Gate Declarations and Supplements refers to keeping of inoperable motor vehicles on the owner's property as follows   "(unless within an enclosed garage) - - - nor (except for bona fide emergencies) shall the repair or extraordinary maintenance of automobiles or other vehicles be carried out thereon."

I'd advise emailing the Village Gate Community Manager, Micheline Clement, at MClement@casinc.biz  to report the aparent infraction.
