Abuse
If you ask me I think they get more abuse from the dog catcher. He's been in our area in past years catching wild cats. But the problem is he doesn't come back for 3 days to check them. I'd like to stick his ass in a cage for 3 days without food and water

Keep in mind
that the Animal Control Officer can only enforce the laws at hand. What I mean by that is that what you and I may see as abuse may not be so in the eyes of the law. As long as the pooch has access to water, food and shelter, I believe the owner has met his basic obligation. There is no requirement for exercise as long as the pen is big enough.
The Humane Society will ASK for a DONATION to drop off an animal. As I understand it, it NOT an obligation or condition for them to accept an animal from a citizen of the City of Muscatine. As I see it, as long as I am paying taxes, they can take an animal from me or not. I can always take care of it in another manner.

Unbelievable
i don't get why people keep animals just to neglect them. Wish I had an answer for you about the cat, Rainman. Hope the poor thing doesn't freeze to death waiting for this guy to get his act together.
