Reportedly every Special Agent in Charge "SAC" for the FBI (there are some 53 or 64 of them-dividing up the country by region) got a memo a week or so before the "tea parties". They were instructed to determine whether there would be any "tea parties" in their region; to ascertain who was coordinating or organizing any such tea party; and to go take surveillance photos of each tea party.
