I don't know who the deputy was, but he-she deserves a huge THANKS. I don't want to think what else might have happened to that poor kid, but thank you, officer for: 1. noticing the car with no plates, 2. completely checking out the situation instead of "calling it in". You might have saved a life. We owe you plenty!!
