I'll bet he's hoping that the US will charge him w/ extortion and get him out of that hellhole. It would appear that he has finally found his place on this earth.
I would think he would be negotiating with the Dutch. Confess to the Aruba killing and tell where he put the body in exchange for serving his time in a Dutch prison rather than in Peru.
