In our capatilistic and private ownership system, the feds would first have to take over a controlling interest in Walmart in order to choose who sits on the board of directors! Good luck passing legislation along those lines.
In Germany, it is much easier. They have a parliamentary system, quite different from ours. They change what they call their constitution quite often (whimsically it might be said).
