Liar's or spinners

The Des Moines Register reported the State of Iowa will have a Budget Surplus of $900,000,000.00 +/-  in its Sunday paper.  During the Debates to get elected Kaufmann and Lofgren stated their was no surplus, we were broke, and their must be cuts.  This was their excuse to demand, if elected, cuts in almost everything.

Does this make Kaugmann and Lofgren liar's or Spinner's?   What else have they deceived the voters since being elected?

From today's Sioux City Journal:

 

"The auditor explained that it is “inaccurate to say we will have an $850 million to $900 million budget surplus for fiscal year 2012,” because the state has to have about 10 percent of its revenue stream set aside in what he referred to as a “rainy-day fund.”

The rainy day fund was there when Kaufmann and Lofgren were giving their talks. Spin or Lie?
