Tearing down trees

I can pass that request forward to P&R.     Hopefully they did the study.  The entire Sports Complex was to have been completed in 2015.  Lack of funding as you mentioned was the reason for the delay on the tennis courts.   I see a lot of Hawks around my area up on Londonderry.    I know there will be a buffer of trees once all is completed.   There is also supposed to be connection to the future greenway.    I am not familiar if they have such signs on the actual greenway, but sounds like a good idea to me.   I have seen complaints that came from Selwyn Park residents where dogs off leash have attacked owners pets in the past at those homes.    We have signs up at Madison Central Park at the request of CMS, but still of course have neighbors / and sometimes people that drive in and park with dogs, that don't think the signs apply to them.

Park and Rec. takes into consideration the affects on wildlife when we build projects.  Our Natural Resources staff of biologists and technicians review the project locations for many of our larger projects and provide recommendations on areas to avoid construction as well as providing guidance on issues like seasonal wildlife impacts.  Within the Nature Preserve Division that I manage, we suspend most of our land management projects during the Spring to avoid breeding bird impacts.  We really try not to do too much construction in wet areas in the winter so we minimize impact on amphibian breeding grounds and we try not to push projects too late in the spring whereby we might impact the bird breeding season.  
The tennis court construction has displaced wildlife but the good news is that there is a good amount of habitat for the animals close by.  We are early enough in the breeding season that any displaced hawks or owls will be able to build a new nest and reclutch.  Had the tree removal occurred at the beginning of April then this might not be the case.
