Bigbrother is correct.  The final decision rests with the sheriff, which makes acquiring the permit a different criteria in each county.  I should have included that in my point about the CCP.

 I'm pretty sure I don't have any of the issues you have mentioned.  Heck, I even like the sheriff, his personality, and most of his opiniions
