JC is right, mallcontent. The very point that you are asking demonstrates that you are about to be way over your head in this matter, and shown to be even more ignorant of the facts (your words).

 

The EPA does not fund its mandates. They are not a source of revenues for the laws and regulations they create to protect the environment. That would be illegal.

 

I attached a link here that demonstrates that the EPA only gives advice to municipalities for funding their sewer and stormwater programs. The EPA made the sanitary and storm sewer separation rules. But the respective agencies affected have to find their own financial resources to be in compliance. As I said....the EPA issues laws and regulations that the EPA does not and cannot fund. Period. Muscatine is an MS4 that is no different.
