Trapped /No Snow Plow in Section Nine

I am a homeowner in Pinewood Hills Condo in Ft. Wash, MD..in Section Nine. We have a homeowners assoc, but despite Numerous calls and broken promises, we have not seen a snow plow! The entire section in paralyzed by untouched surfaces, we are unable to move our cars. Cars....What is the point of paying fees, when services don't exist!
