Iowa law provides for three different ways of electing city officers. Each city chooses its own method of election. All cities, however, conduct a regular city election in November of odd-numbered years. All city elections are non-partisan."

The elections are non-partisan but the council members and mayor do have pary affiliations.   Most people who want to know what they are do know.   Last I heard one is co-chair or vice-chair of the Muscatine County Republican Central Committee.
