1. I would say, rather than consistent, Rasmussen is inconsistent with the other polls you mention.
2. The most often used meaning of the word implies a sameness over a period of time. I say once again, that Rasmussen does not present the same results over time. They lean neither right or left. The results they present are entirely dependent on their findings. They do not create these out of whole cloth.

If Ricky Stanzi throws his first seven passes for completions, that's constincy. If Albert Puhols goes seven for seven in a game, that's consistancy. If Rasmussens polls give more favorable results to Republicans in seven out seven comparisons to other polls, that's consistency. And shows bias.
